The Emperor ordered the Attendant Imperial Clerk Hou Wen to give out grain and beans from the main granary so that people could make gruel, but they continued to starve and die. The Emperor suspected the issue had not been correctly made. Five sheng each of the grain and beans were brought to his presence to make gruel and only two dishes were obtained. Hou Wen was then beaten fifty times, and after that everyone got full measure. (1)
