Cao Ren is a pretty decent officer, in terms of fair strength and passable intelligence, but his low soldier count prevents him from being of any great use to your party. For this reason, combined with the fact that he doesn’t present you with a real threat in random encounters, you should probably avoid attempts to hire him.
Cao Xiu

Cao Xiu is barely above average at best, and officers of this sort don’t really have a place in your party, no matter how low your level may be. You should avoid hiring him, instead leaving him in the field for future experience gains.
Cao Zhang

Recruiting: All members of the Cao and Xiahou families can be hired after Cao Pi’s death. Cao Zhang, of all officers in Wei, is perhaps one of the finest officers to hire. Even if the soldiers of your primary officers are starting to exceed his, his surprisingly high strength, and respectable intelligence make him a wonderful temporary addition to your party (or perhaps even permanent if your level is low enough). If you are having trouble with battles in this area, or are struggling with Sima Yi in Ru Nan (especially), you might want to stop and find Cao Zhang to join you. Cao Zhang is also among the finest officers of the game for either of the two featured Destiny of an Emperor Challenges. Even if you decide you don’t need him, it doesn’t hurt to hire him when he is found, simply because he is a heavy-hitting intelligent enemy officer with a respectable band of soldiers.
Cao Zhen

Recruiting: All members of the Cao and Xiahou families can be hired after Cao Pi’s death. Cao Zhen is a cool officer. He’s got a good strength, and his intelligence is great. His soldiers, unfortunately, are dangerously low for use in Wei, and you are only able to hire him half way through the territory—right when things are about to start getting nasty. If you do hire him, the only good reason would be because you aren’t fond of facing him in random encounters. Otherwise, you can safely leave him alone.
Cao Zhi

Absolutely. It is no fun having to return to a castle because he got lucky and snatched up Zhang Bao’s head in an unfortunate field encounter.

Unlike most of the other officers at this and the previous gate, Chen Qun is powerful enough to be annoying (you probably disliked him quite a bit when you first arrived to Wei). Hire him only to make sure you don’t encounter him anymore, but his strength and intelligence are too low for him to be a useful addition to your party, unfortunately.
Dian Wei

Beyond the novelty factor and the joy of collecting one of the game’s rare unique-portrait officers, Dian Wei won’t be able to contribute much to your party. Officers with a low intelligence are a liability at this point in the game, his soldier count is average at best, and in the field he offers an opportunity to get some easy experience.

He makes the Chen Liu battle with Sima Yi a little more difficult only because it is already hard to fend off Sima Yi and Yang Xiu, but that’s about the limit of his power. He serves no use to you employed, and he isn’t a major threat in the wild.
Jiang Wei

Recruiting: When you reach the city inside Guang Ling Castle, you will find a man roaming around in search of Zhuge Liang. He will ask you if Zhuge Liang is present, and if you confirm, he will express his excitement and ask to join your force. This man happens to be Jiang Wei, the final allied main character in the game. His soldiers vary with level, and are equivalent to Zhao Yun’s, and he also has a strength high enough to be useful in battle. His greatest values, however, come in his agility (he goes early in battle, and with Chi Tu Ma, nearly always first), and his intelligence. 225 intelligence gives you an excellent tactic-user in battle. His intelligence level also makes him the second-best An Sha tactician in the entire game (second only to Zhou Yu of Wu, who you can also hire). Many people choose to use him as a strategist. If you chose not to hire Zhang Bao or Guan Xing back when Wu attacked your Shu territories, you will also have the option, now, of having both Zhuge Liang and Jiang Wei in your party at the same time—a heavenly lineup for people fond of using tactics, but not the easiest lineup to use in the game. You should definitely hire and use Jiang Wei.
Le Xin (Yue Jin)

Recruiting: Can be hired in random encounters after you defeat him at the rebuilt at Luo Yang’s third gate. Le Xin is a notch above the other useless average officers you have seen a lot of lately, but that notch doesn’t quite place him in a class worthy of consideration in your party. Though his soldiers are worthy, his strength is too low to hit hard enough, and his intelligence is low enough that Sima Yi will clown him. Besides, why give up a perfectly good easy experience officer in field battles? Sidenote: Le Xin is actually Yue Jin (Le Xin is a mistranslation of the alternate translation of Yue Jin, Le Jin)!
Li Dian

Too little, too late, Li Dian is an average officer with average soldiers you get the opportunity to hire right at the end of the game, just in time for him to be slaughtered by the game’s finest strategists. His best use to you is appearing in random battles for experience, and his weak tactics only make him better suited for this task.
Liu Dai

Liu Ye

Mao Jie

Recruiting: Pang De can be hired in random encounters from the moment you arrive in Wei. You may recall your battle with Ma Chao, at Gui Yang Castle, back in Liu Zheng’s chapter? This is where you originally faced Pang De, and he was quite a force to contend with at that point. As unusual as it may seem, though, he retains his force from that point, much earlier in the game, even in battle now. This makes him a weak enemy. Unfortunately, this also makes him fairly useless to you as an ally as well. The only reason to hire him would be fore the sake of novelty, or to take one of many (albeit quite weak) Ji Mian user out of the wild.
Si Ma Shi (Sima Shi)

Wei Xu

This, as is the case with so many other officers, leaves him with the prestigious honor of providing you with easy experience during your travels through Wei.
Xia Hou Dun (Xiahou Dun)

He has a great strength which is accommodated with the rare combination of a high intelligence. If his soldiers weren’t so low, I would be quick to advise his employment for every venture into Wei. Hire him anyway, though, just because he is cool—and has a cool portrait. If you are playing Lord Yuan Shu’s Officer Challenge, however, he actually makes the cut for one of the finest party members to have in your group at the end of the game.
Xia Hou Mao (Xiahou Mao)

Apparently Capcom thinks much more highly of him than Koei ever did. His low intelligence and average soldiers, however, ensure that he won’t ever be of use to your active party. He lacks the talent necessary to provide you with any threat in battle, which lands him with the common position of providing you with easy experience in the Wei fields.
Xia Hou Shang (Xiahou Shang)

For this reason I wouldn’t suggest hiring him into your party, but you may want to pick him up simply because he is one of the cool Wei officers with unique portraits.

He won’t do your party much good when you finally are able to hire him, as your proper party should already be quite strong, and his intelligence isn’t quite enough to warrant his use solely as a tactic user, but you should be thrilled at the opportunity to ensure that you won’t find him in random encounters again. Xun Huo is, however, a great officer to use in Lord Yuan Shu’s Officer Challenge.

Recruiting: You won’t actually ever meet Xun You in the game. We always wondered why they left such a wonderful Wei strategist out of the action. But, while editing the ROM to produce some new Destiny of an Emperor delights, I discovered that Capcom did actually make an officer for Xun You. He’s there in the ROM. I swapped him with another officer just to see what he would be like. I’ve included him here strictly for completion and entertainment.
Yang Xiu
Str: 124, Int: 228, Men: 20999, Att: 190, Def: 180

(VS): Da Re, Hong Shui, Wan Fu, Ji Mian, Yi Xin, Li Jian

Recruiting: Can be hired in random encounters after you defeat Sima Yi at Chen Liu Fortress. Yang Xiu is a great officer, and would be worth using in your party if he had a better strength or a large amount of soldiers, but unfortunately he doesn’t quite make the cut. If you are looking for another good addition to your party, consider spending extra time searching for Cao Zhang. Yang Xiu is, however, worth hiring for Lord Yuan Shu’s Officer Challenge. You should consider hiring him when you have a chance regardless simply because he can be frustrating to face in random encounters.
Yu Jin

Recruiting: Yu Jin cannot be recruited.
Zhang Liao

Recruiting: Can be hired in random encounters after you defeat him at Guang Ling Castle. If you are in Wei at a low level, it may be worthwhile to hire Zhang Liao to help you out on a temporary basis. His strength is excellent, on part with some of your finest officers, and his intelligence gives you another good tactic user, and makes your party a little stronger against powerful opposing tactic users. Unfortunately, his lower soldier count prevents him from being too useful in the last stretch of the game. Zhang Liao is a great officer to use in Lord Yuan Shu’s Officer Challenge. Hire him if you get a chance, even if you won’t use him, simply to take another Ji Mian and An Sha user out of the Wei fields.
